Lee Moore is the founder of 911Consult, Inc, a group specializing in Emergency Services Consulting for municipal government, county government, 9-1-1 districts, airports and military installations.
 
A long time member of APCO and NENA, Lee has been a volunteer firefighter, a county E9-1-1 Board Member and a network manager of an E9-1-1 District. Lee has been involved in the Emergency Services market for over 20 years in several roles.
 
He served on the Elmore County, AL E9-1-1 Board for over 10 years and was the Vice-Chairman for the last five years. He was the technical contact/liaison on the Board for all vendors and was responsible for the design and implementation of computer systems and networks.

In 2002 Mr. Moore began working with two large E9-1-1 equipment manufacturers to develop, test and implement new IP based E9-1-1 equipment for E9-1-1 districts. He was responsible for the oversight of the first prototype system fielded in Elmore County, AL and ultimately oversaw the development, installation and certification of that system for Elmore County E9-1-1 in 2004.

 

That system, which was the first deployed operational IP based E9-1-1 CPE system in the United States, was recognized in March of 2006 by the E9-1-1 Institute for “Outstanding 9-1-1 Program” for vision and leadership as first PSAP to use IP/VoIP to enhance internal operations. 

 

Mr. Moore formed 911Consult, Inc. in early 2005 after the sale of a former business and is currently providing practitioner-based E9-1-1 consulting to numerous PSAPs and communities for such issues as VoIP integration, network management, network design, CPE specification and E9-1-1 facility design and construction management.

 

Mr. Moore has published several White Papers in the E9-1-1 field and consulted with numerous manufacturers of E9-1-1 equipment and software at their design facilities at the request of clients. Mr. Moore has been the lead consultant in the design and implementation of multiple large scale IP based E9-1-1 systems in the Southeast as well as the technology and design consultant on many new E9-1-1 and EMA facilities.
